SUBJECT:
NRC INSPECTION REPORT 60-276/97002; 50-323/97002 AND NOTICE OF
VIOLATION
Dear Mr. Rueger:
This refers to the inspection conducted
on February 2 through March 15, 1997, at your
Diablo Canyon Nuclear Power Plant, Units
1 and 2 reactor facilities. The enclosed report
presents the scope and results of that inspection.
During the inspection period the conduct of activities at the Diablo Canyon facility was
characterized
by performance with good safety conscious
operations.
Operations
implemented management
expectations
and improved formality in the control room, and
maintenance
demonstrated
good work practices.
Engineering assessments
were self-
critical; however, one violation with three examples of failures to reflect design criteria in
procedures
and instructions was identified.
The examples involve the failure to incorporate
limiting design basis assumptions
into procedures
and instructions for the control of
refueling water storage tank level instruments
and for ITIaintaining spent fuel pool
, temperatures.
This violation demonstrates
the need to assure that the operation of plant
equipment is consistent with the design bases.
Additional attention appears warranted for
engineering organization to assure the actions to mariage and reduce the engineering
backlog are effective.
The violation is cited in the enclosed
Notice of Violation (Notice) and the circumstances
surrounding this violation is described
in detail in the enclosed report.
Please note that you
are required to respond to this letter and should follow the instructions specified in the
enclosed
Notice when preparing your response.
The NRC will use your response,
in part,
to determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements.
