Dear Hr. Rueger:
I wish to thank Pacific Gas and Electric Compancy (PGSE) for its agreement to host respresentatives of the Ukraine nuclear power reactor regulatory body, Nuclear Regulatory Administration (NRA) of Ukraine.
This letter confirms that Ukraine Team 5.4-93 No.
1 will visit the Diablo Canyon reactor site April 25-Hay 7, 1997.
Two NRA representatives will visit Diablo Canyon, along with one Ukrainian interpreter.
Also, in the group will be one representative from NRC Headquarters.
The NRC is implementing a long-term direct assistance program for the nuclear reactor regulators of Russia and Ukraine.
In connection with these
- programs, the NRC is organizing this visit for the purpose of allowing NRA to study inspector activities during a refueling outage and watch a defueling/
'efueling activity through interaction with NRC inspectors and your operating organization's technical and operational specialists.
The main purpose of the visit is familiarization with U.S. nuclear power industry refueling programs.
This visit will strongly enhance the team's understanding of U.S. commercial nuclear power plant licensee conduct of refueling activities.
It would be helpful for the NRA team to see examples of how nuclear safety i' validated through the planning and conduct of refueling activities.
Examples of topics of interest would be:

Review of core calculations and core operation;
~
Fresh and spent fuel handling; and
~
Onsite spent -I"uel storage installations inside and outside of the reactor site protected area I have coordinated this visit with Terry Grebel of your staff.
A site access request letter will be issued by Region IV.
