Dear Hr. Rueger:

This letter, in response to your letter dated December 13, 1989, is intended to ensure closure of this issue as a document search performed by both you and the NRC has not identified an earlier closeout letter.

The NRC staff completed its review of your submittal wherein you submitted NRC Form 474, "Simulation Facility Certification," for the Diablo Canyon Nuclear Power Plant, Unit Nos.

1 and 2 simulator in compliance with 10 CFR 55.45(b)(2).

This included review of the additional information provided in your September 18, 1990 letter.

The NRC staff finds the documentation to be complete and requires no further information on this matter at this time.

Our review was onl> to ensure completeness of your documentation, and did not extend to verification of the accuracy of the data or statements made in the certification, nor does it provide NRC approval of the acceptability of your simulator for use in administering operating tests.

NRC approval is neither granted nor required in the case of such certification because Pacific Gas and Electric Company has the responsibility for regulatory compliance with respect to your plant-referenced simulator.

However, 10 CFR 55.31(a)(4) states that the NRC may accept certification that a license applicant has successfully completed a Commission-approved training program that is based on a systems approach to training and that uses a

simulation facility acceptable to the NRC under 10 CFR 55.45(b) in lieu of the details of an applicant's qualifications, training, and experience.

. Because you have certified your simulation facility in accordance with 10 CFR 55.45(b)(l)(ii), your simulation facility is acceptable for the purposes of 10 CFR 55.31(a)(4).
