SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)
REPORT 50-275/96-99; 50-323/96-99
Dear Mr. Rueger:
Enclosed for your review is the SALP report for the Diablo Canyon Nuclear Power Plant, for
the period September
1, 1994, through August 17, 1996. A public meeting to discuss this
report with you and your staff has been scheduled for 9 a.m. (PDT) on October 10, 1996,
at the PGS,E Community Center, San Luis Obispo, California.
During this meeting you are
encouraged
and expected to candidly comment on our report.
Although this meeting is a
forum between Pacific Gas and Electric Company and the NRC, it will be open to
observation by members of the public and other interested parties.
In accordance with NRC policy,
I have reviewed the recommendations
of the SALP Board
and concur with their ratings and views.
The operations, maintenance,
and engineering
functional areas have been rated as Category 2, reflecting overall good safety performance.
This represents
a decline from the superior performance observed in each of these
functional areas during the previous evaluation period.
Continued superior performance
was observed
in the plant support functional area and is reflected in its Category
1 rating.
In the operations area, operators continued to perform well when challenged by significant
plant events, but a decline in performance during routine operations resulted in various
problems including procedural adherence
and plant configuration control.
Engineering
demonstrated
excellent performance
in their ability to identify problems, but did not always
promptly and effectively resolve them.
Performance of maintenance
has been excellent
with regard to the material condition of safety-related equipment, but material condition
problems affecting balance-of-plant equipment caused challenges to both units during the
SALP period.
Except for some problems with security access control, plant support has
made effective use of lessons learned to achieve improved performance and to sustain the
superior rating attained in the last SALP period.

The SALP board noted that the most pronounced decline in performance occurred in the
Operations and Engineering functional areas.
As a result, greater management
attention
will be required to regain superior performance in these two of the three functional areas
rated SALP Category 2.
The SALP board also noted an apparent common contributor to the decline in performance
observed in the functional areas.
This contributor was licensee management's
loss of
focus on the initiatives and high expectations
essential for sustaining the superior
performance that Diablo Canyon had achieved so frequently in the past.
In our view, this
common contributor was manifested by the inconsistent understanding
and implementation
of plant management's
expectations
by supervision and plant personnel.
This adversely
affected consistency of performance during this SALP period.
You continue to have strong programs and a well qualified, capable staff. We encourage
you to refocus management's
attention to ensure that expectations
are clear and
understood,
and that initiatives are effectively implemented on a reasonable
time-table to
achieve consistent,
high level performance.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice" Part 2, Title 10, Code
of Federal regulations,
a copy of this letter and the SALP report will be placed in the NRC's
Public Document Room.
If you have any questions concerning the SALP report, we would be pleased to discuss
them with you. While no written response
is required to the SALP report, if you wish, you
may provide written comments within 30 days of the SALP meeting.
