On April 13,
1996,
the
NRC completed
an inspection at your Diablo Canyon
1

reactor facilities.
The enclosed
report presents
the results of that
inspection.
During the 6-week period covered
by this inspection period, your conduct of
activities at the Diablo Canyon facilities was generally characterized
by
safety-conscious
operations
and
sound engineering
and maintenance
practices.
Two violations were identified by the
NRC inspectors.
We are concerned
with
recent operations
performance
related
to operator failures to verify safety-
related
instrumentation
through channel
checks
required
by Technical
Specifications
and their failure to adhere to procedures
during the Unit
1
restart
process.
We are also concerned
with engineering
performance
related to assuring that
the
FSAR is updated
to be consistent
with plant conditions
and current
practices
and to assuring that changes
are appropriately evaluated.
We note
that subsequent
to inspector findings in this area
you have initiated aetio
s
to review the accuracy of the
FSAR and have identified
a number of
discrepancies
which require additional licensee
and
NRC review.
We request
that you provide
a response
describing your
FSAR review efforts
and the
results
obtained
thus far so that
we may resolve this matter.
The violations are cited in the enclosed
Notice of Violation, and the
circumstances
surrounding
the violations are described
in detail in the
enclosed
report.
Please
note that you are required to respond
to this letter
and should follow the instructions specified in the enclosed
Notice when
preparing your response.
The
NRC will use your response,
in part, to
determine
whether further enforcement
action is necessary
to ensure
compliance
with regulatory requirements.
