This refers to the inspection conducted
by Messrs.
L. T. Ricketson
and
G.
L. Guerra of this office on April 15-19,
1996, at the Diablo Canyon Nuclear
Power Plant, Units
1 and 2, facility.
The purpose of the inspection
was to
determine whether activities authorized
by the license were conducted safely
and in accordance
with NRC requirements.
At the conclusion of the inspections
the findings were discussed
with you and those
members of your staff
identified in the enclosed
report.
A followup discussion
was also conducted
on Hay 16,
1996, 'to discuss
issues
presented
during the inspection exit meeting.
During this discussion,
your
staff stated,
and assured
the
NRC, that
a change in environmental
monitoring
station locations could not be performed without a review of the commitments
in the Diablo Canyon Final Safety Analysis Report.
As
a result of this
discussion,
we determined that there
was no violation associated
with the
matter discussed
in Section
3. 1 of the enclosed
inspection report.
Areas examined during the inspection are identified in the'eport.
Within
these
areas,
the inspection consisted of selective
examinations of procedures
and representative
records,
interviews with personnel.
and observation of
activities in progress.
The results of this inspection are documented
in the
enclosed
report.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter
and its enclosures will be placed in the
NRC Public Document
Room.
