This refers to the inspection

conducted

by J. Russell,

S.

Boynton,

and

D. Acker of this office on September

15 through October

28,

1995, at the

Diablo Canyon Nuclear

Power Plant, Units

1 and 2, facility.

The purpose of

the inspection

was to determine whether activities authorized

by the license

were conducted safely

and in accordance

with NRC requirements.

At the

conclusion of the inspection,

the findings were discussed

with those

members

of your staff identified in the enclosed

report.

Areas

examined during the inspection

are identified in the report. 'ithin

these

areas,

the inspection consisted of selective

examinations of procedures

and representative

records,

interviews with personnel,

and observation of

activities in progress.

The results of this inspection

are documented

in the

enclosed

report.

Based

on the results of this inspection,

the

NRC has determined that one cited

and four non-cited violations of NRC requirements

occurred.

The violation is

cited in the enclosed

Notice of Violation (Notice)

and the circumstances

surrounding it are described

in detail in the subject

inspection report.

The

cited violation, performing core alterations without containment closure,

is

of concern

because

a similar condition had

been identified, but corrective

actions

had not been

implemented for over

a year.

The non-cited violations in the radiological protection

area

are of concern

because

they each involve

a failure to follow established

procedures.

While

each is considered

individually of low safety significance

and they involved

different radiological protection procedures,

they indicate

a weakness

in

individual's attention to detail in performance of work activities.

During this inspection period,

a personnel

error resulted

in a

16 hour1.851852e-4 days <br />0.00444 hours <br />2.645503e-5 weeks <br />6.088e-6 months <br /> loss of

offsite power to Unit 1, which was

shutdown at the time.

This will be the

subject of a special

inspection

(275/95-17).
