AND NOTICE OF

VIOLATION

This refers to the inspection

conducted

by H. Tschiltz,

and others, of this

office on August

6 through September

16,

1995, at the Diablo Canyon Nuclear

Power Plant, Units

1 and 2, facility.

The purpose of the inspection

was to

determine

whether activities authorized

by the license

were conducted

safely

and in accordance

with NRC requirements.

At the conclusion of the inspecti'on,

the findings were discussed

with those

members of your staff identified in the

enclosed report.

Areas

examined during the inspection

are identified in the report.

Within

these

areas,

the inspection consisted

of selective

examinations of procedures

and representative

records,

interviews with personnel,

and observation of

activities in progress.

Based

on the results of this inspection,

the

NRC has determined that two

violations of NRC requirements

occurred.

These violations are cited in the

enclosed

Notice of Violation (Notice)

an'd the circumstances

surrounding

them

are described

in detail in the subject

inspection report.

The first violation

is of concern in that it involves the establishment

of inappropriate

conditions prior to surveillance testing of an emergency diesel

generator.

The second viol.ation is of concern in that initial corrective actions to

resolve

an identified problem in the offsite power supply system

were

inappropriate.

We note that 'previous reviews of the issue

were based

on the

use of judgement rather than calculations

and that there were delays

in

recognizing

and addressing

the offsite power supply system

problem.

Both

violations were brought to your attention

by 'the

NRC.

You are required to respond

to this letter and should follow the instructions

specified in the enclosed

Notice when preparing your response.

In your

response,

and

any additional

actions

you plan to prevent recurrence.

may reference

or

include previous docketed

correspondence, if the correspondence
