Thank you for your letter of May 5.
1995, in response
to NRC Inspection
Report 50-275/95-01;
50-323/95-01,
which discussed
our review of your motor-
operated
valve program developed in response to Generic Letter 89-10,
"Safety-
Related Motor-Operated
Valve Testing
and Surveillance,"
and requested
additional information regarding your Generic Letter 89-10 program.
In your May 5 letter, you described:
(1) your plans to apply the Electric
Power Research
Institute motor-operated
valve performance prediction
methodology to confirm your setup of the main feedwater
isolation valves.
and
the block valves for the power -operated relief valves;
(2) your formalization
of motor-operated
valve grouping following the guidance of Supplement
6 to
(3) your plans to continue to investigate the possible
effects of motor-operated
valve reassembly
using neolube
by a followup dynamic
test
on
a sample valve; (4).your periodic verification program,
including
static diagnostic testing
on two to six refueling cycle frequencies
and
dynamic diagnostic testing of nine motor-operated
valves over the next couple
of outages,
and your plans to evaluate
ASME guidelines
under development
for
your long-term motor -operated
valve program;
(5) your determination that at
least
5 percent
margin exists for valve factor degradation for each Generic Letter 89-10 motor-operated
valve;
and,
(6) closure of your quality assurance
audit findings related to the Generic Letter 89-10 program.

valve grouping using Supplement
6 to Generic Letter 89-10.

appropriate
documents to reflect the valve factor degradation
allowance.
We found your May 5,
1995, letter to be responsive to our request.
Your plans
for periodic verification of motor-operated
valve design-basis
capability
sufficiently meet the intent of Generic Letter 89-10 for us to close our
review of your Generic Letter 89-10 program.
In the long term, the
NRC staff
is preparing
a generic letter specifically to addr ess periodic verification of
motor-operated
valve design-basis
capability that might recommend further
action in this area.
