NRC INSPECTION PLANS FOR DIABLO CANYON, UNITS 1

AND 2 As outlined in a letter dated February 10,

1995, from James M. Taylor (NRC) to Richard A. Clark (PG&E), the NRC has recognized Diablo Canyon Nuclear Power Plant (DCPP) as a superior performer.

This recognition resulted in Region IV conducting a review to reduce planned.inspection resources and the incorporation of a 24-month SALP period.

The planned inspections at DCPP for the remainder of the SALP period, now ending on August 31,

1996, are primarily.

the mandatory core and safety initiative inspections with only a few regional initiative inspections planned as discussed below.

In addition, the resident staff will be maintained at a senior resident inspector and one resident inspector, rather than the two resident inspectors that are utilized at other two-unit sites.

Regional initiative inspections are planned in the following areas:

There are also 40 hours4.62963e-4 days <br />0.0111 hours <br />6.613757e-5 weeks <br />1.522e-5 months <br /> of inspection time set aside for review of Occupational Safety and Health Administration (OSHA) requirements by agreement through a memorandum of understanding between the NRC and OSHA.

A regional initiative inspection effort of 140 hours0.00162 days <br />0.0389 hours <br />2.314815e-4 weeks <br />5.327e-5 months <br /> has also been set aside to account for close out of Generic Letter 89-10 for motor-operated valve testing and surveillance which was previously accounted for under Temporary Instruction 2515/109.

Inspections currently scheduled to be performed in calendar year 1995 include core inspections of resident inspector

areas, engineering, and emergency planning; and initiative inspections for the review of 10 CFR 50.59 safety evaluations; review of steam generator tube integrity and use of emergency operating procedures in response to tube leaks; emergency planning exercise wa'ikthrough; and closure of previous inspection findings and licensee event reports as appropriate.

You should be advised that all the hours listed for each inspection activity (including those listed in this-letter) are nominal and can vary substantially based upon inspection circumstances.

A review of planned inspection hours is done quarterly in Region IV.

Planned inspection hours may be modified based on performance over that period or may be modified at any time in reaction to an event or problem at a facility.

You will be notified of any changes to inspection plans at DCPP during the remainder of the SALP period.
