CHANGES TO THE DIABLO CANYON UNITS 1
AND 2, EMERGENCY PLAN, REVISION 3, CHANGE 14 We have received your letter dated January 25, 1995, which transmitted Revision 3, Change 14, to the Diablo Canyon Nuclear Power Plant Emergency Plan.
This revision was submitted pursuant to 10 CFR 50.54(q) and incorporated the following changes:
(1) implementation of 10 CFR Part 20 requirements, (2) implementation of EPA 400-R-92-001
- guidance, (3) update emergency action levels in the plan to be consistent with those in Revision 21 to Emergency Plan Implementing Procedure EPIP G-l, (4) rewrite of Section 9
dealing with recovery, and (5) miscellaneous administrative/editorial changes.
This also refers to telephonic discussions of the changes between A. Hcgueen of Region IV and H.
Hug and others of the Diablo Canyon Nuclear Power Plant staff and T.
Owyang of the Pacific Gas and Electric Company Corporate staff on February 16 and 17, 1995.
I We have reviewed Revision 3, Change 14.
The rewritten Section 9 to the plan did not address certain criteria of Planning Standard H, "Recovery and Reentry Planning and Postaccident Operations," of NUREG-0654, "Criteria for Preparation and Evaluation of Radiological Emergency
Response
Plans and Preparedness in Support of Nuclear Power Plants."
These criteria had been addressed or referred to in previous plan versions.
In discussions with your staff, it was agreed that the next emergency plan change will include a
revision of Section 9 to address or reference locations of your implementation of planning criteria contained in Planning Standard M, NUREG-0654.
Otherwise, our review determined that the changes are acceptable and do not appear to degrade the effectiveness of your emergency planning at the Diablo Canyon Nuclear Power Plant.
