Dear Hr. Clarke:

On September 30, 1994, the NRC issued the results of its Systematic Assessment of Licensee Performance (SALP) for the Diablo Canyon Nuclear Power Plant.

During the SALP period, Diablo Canyon received SALP scores that met the criteria for superior performance recognition by exhibiting superior safety performance in the functional areas of operations, maintenance, engineering and plant support.

Of particular note were the contributions from self-assessment efforts by the line and quality organizations.

At the Senior Management Meeting (SHH) on January 18-19, 1995, the NRC senior managers evaluated the current level of performance, including operational

safety, self-assessment, problem resolution, and plant management oversight for those plants that met the SALP criteria for SALP reports issued since the June 1994 SHH.

Based on this evaluation, the senior managers concluded that Diablo Canyon should again be recognized as a superior performer.

Consequently, the SALP period for Diablo Canyon will be extended to 24 months conditional upon continued superior performance.

The NRC will conduct a

review to determine an appropriate level of reduced inspection and adjust the inspection effort accordingly.

The NRC recognizes the superior level of performance demonstrated by the Diablo Canyon Nuclear Power Plant.

Management involvement was evident in all phases of plant activities.

The dedication, knowledge, and commitment displayed by your staff fully supported all aspects of plant operation.

We commend you and your staff for again achieving this consistently superior level of safety performance.

Your achievement is a positive example to the industry.
