This refers to the inspection
conducted
by Hr.
W. L. Holley of this office on
October 24-28,
1994.
The inspection
included
a review of activities
authorized for your Diablo Canyon Nuclear
Power Plant,
Units
1 and 2,
facility.
At the conclusion of the inspection,
the findings were discussed
with those
members of your staff identified in the enclosed
report.
Areas
examined during the inspection
are identified in the report,
Within
these
areas,
the inspection consisted of selective
examinations of procedures
and representative
records,
interviews with personnel,
and observation of
activities in progress.
The results of this inspection
are documented
in the
enclosed report.
It was identified by your staff that,
on two occasions,
individuals willfully
entered
areas controlled
(HRAs) without complying with
applicable requirements.
This was in violation of Technical
Specification 6. 12. 1.
Although these
examples
were willful, this violation is
not being cited because
the criteria in paragraph
VII.B.2 of Appendix
C to
10 CFR Part 2 of the
NRC's "Rules of Practice,"
were satisfied.
We recognize that these violations were identified by
PGEE personnel
and that
each resulted
in disciplinary action against
the individuals who elected to
violate requirements.
The
NRC views this as'a positive indicator of the
strength of PGEE's
programs.
Nonetheless,
because
violations of HRA
requirements
have
been
a recurring problem at Diablo Canyon,
the
NRC believes
that
a meeting to discuss this concern
would be beneficial.
It is our understanding,
based
on
a conversation
between
Hs. Ka'thleen
Hubbard
of your staff and Blaine Hurray of Region
IV on December
13,
1994, that
a
meeting will be conducted
on January
4,
1995,
at your facility to discuss
whether additional corrective actions
concerning this type of violation are
warranted.
In accordance
with 10 CFR 2.790 of the
NRC's "Rules of Practice,"
a copy of
this letter
and its enclosures will be placed in the
NRC Public Document
Room.
