This refers to the inspection, conducted
by Ryan Lantz,
and the personnel
identified in the enclosed
report,
on October 11-27,
1994.
The inspection
included
an assessment
of th'e qualifications of 16 individuals who had applied
for licenses
to operate
your Diablo Canyon,
Unit
1 and 2, facility.
At the
conclusion of the inspection,
findings of generic significance
were discussed
with those
members of your staff identified in the enclosed report.
Appropriate licenses
have
been
issued to 10 applicants,
who successfully
completed all portions of their examinations.
Areas-examined
during the"inspection
are identified in the report.
Within
these
areas,
the inspection consisted of evaluation of 'license applicants
by
the use of written examinations,
dynamic simulations,
selected
job related
tasks,
and oral questioning
in accordance
with NUREG-1021,
"Operator Licensing
Examiner Standards,"
Revision 7, Supplement
1.
The results of this inspection
are documented
on page
2, in the enclosed
report.
We are concerned
with the abnormally large
number of diagnostic errors
observed
during the operating examinations.
Additionally, our observations
of
control
room decorum in both units revealed
a less
formal
and attentive
operating
environment
than expected for the plant status,
based
on facility
administrative
procedures.
You are encouraged
to address
these
concerns
to
prevent
performance
degradation.
In accordance
with 10 CFR 2.790 of the
NRC's "Rules of Practice,"
a copy of
this letter
and its enclosures will be placed in the
NRC Public Document
Room.
