PUBLIC MEETING WITH PACIFIC GAS AND ELECTRIC COMPANY (PGEEE)

SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE (SALP)

This refers to the management

meeting, open to public observation, conducted on October 26,
1994, at the PG&E Diablo Canyon Information Center, concerning the SALP report issued to PGKE on September 30, 1994.

Attendees at the meeting are listed in Attachment 1 to this letter.

The handout we provided during the meeting is included as Attachment 2 to this letter.

The purpose of this meeting was to discuss the NRC's assessment of licensee performance for the period of January 1,

1993, through August 31, 1994.
Overall, we found continued superior performance.

In addition, we found that the plant continued to be operated safely and activities were directed toward improving safety.

Your continuing conservative operating philosophy and the willingness of line management to perform self-assessments have contributed to your success.

Most notable has been the contribution of Nuclear equality Services in providing strong self-critical evaluations-.

We believe-the discussions during the meeting assisted you in more fully understanding the basis for our assessment.

There was a good exchange and discussion of views during the meeting on various issues, including procedural adherence and engineering coordination with the plant.

The area of housekeeping in the plant was noted as needing more management attention.

We appreciated your openness and candor regarding the areas needing improvement.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice,"

a copy of this letter will be placed in the NRC's Public Document Room.
