1 AND 2 ASME CODE SECTION III RELIEF REQUEST (TAC NOS.
H86194 AND H86195)
Your April 13, 1993, letter requested permanent relief for Diablo Canyon Power Plant, Units 1 and 2, from ASME Code Section III, Subsection NC-7142 stop valve control and interlock requirements.
You requested this relief because the positive displacement pump (PDP) relief valve discharge line block valve in both Units 1
and 2 does not have controls and interlocks.
ASHE Code Subsection NC-7142 requires controls and interlocks on stop valves when they are installed in relief valve piping.
We granted you interim relief in our April 15, 1993, letter.
You also responded to our request for additional information in your February 11, 1994, letter.
We grant relief from the ASME Section III, Subsection NC-7142 control and interlock requirements for PDP relief valve discharge line stop valves CVCS-1-831 and CVCS-2-831.
This allows you to use specific administrative controls on these block valves at Diablo Canyon instead.
We find that you have demonstrated that complying with Code requirements would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety.
We also conclude that granting relief would not result in adverse safety consequences for accident scenarios associated with the installed block valve configuration.
The enclosed safety evaluation contains our review results.
