Dear Hr. Rueger:
Your January 25, 1994, letter requested relief for Diablo Canyon Power Plant, Units 1 and 2, from the 1968 ASME Code Section III, Article 9, Section N-910.8 stop valve control and interlock requirements.
You requested this relief because the volume control tank (VCT) and regenerative heat exchanger (RHE) relief valve discharge line block valves in both Unit 1 and Unit 2 do not have positive controls and interlocks.
ASHE Code Section N-910.8 requires positive controls and interlocks on stop valves in relief valve discharge lines.
We have granted relief from the 1968 ASME Section III, Article 9, Section N-910.8 control and interlock requirements for the VCT and RHE relief valve discharge line stop valves identified in our enclosed safety evaluation.
This relief allows you to use specific administrative controls on these block valves at Diablo Canyon instead.
Pursuant to 10 CFR 50.55a(a)(3)(ii),
we find that you have demonstrated that complying with Code requirements would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety.
We also conclude that granting relief would not result in unacceptable consequences or impair the ability to shut the plant down during normal operation or accident conditions.
The enclosed safety evaluation contains our review results.
