This refers to the inspection

conducted

by M. Hiller and

H. Tschiltz of this

office,

on July 24 through August 31,

1994.

The inspection

included

a

review'f

activities authorized for your Diablo Canyon Nuclear

Power Plant,

Units

1

and 2, 'facility.

At the conclusion of the inspection,

the findings were

discussed

with those

members of your staff identified in the enclosed

report.

Areas

examined during the inspection

are identified in the report,.

Within

these

areas,

the inspection consisted

of selective

examinations of procedures

and representative

records,

interviews with personnel,

and observation of

activities in progress.

The results of this inspection

are documented

in the

enclosed

reports

Some instances

of inadequate

and incomplete engineering

technical

work were

identified during this inspection period.

We also note that, for some v'alid

engineering

problems identified by Nuclear gual.ity Services,

some engineering

staff disputed

the significance or validity of the issue

and did not

demonstrate

a self-critical behavior.

We encourage

you to promote

a more

self-critical approach

among your engineering staff to improve engineering

products

and support.

We have observed

a significant increase

in the effectiveness

of the quality

oversight organizations.

This is to be

commended

and further encouraged,

since their findings have

been probing

and insightful

and contributed to the

effectiveness

of your activities

and plant safety,

Two noncited violations were identified, involving failure to properly

implement troubleshooting

on steam. generator

instruII.I niation,

and failure to

implement reporting requirements

when emergency diesel

generators

(EDGs)

These violations are

not being cited because

the criteria of Section VII.B(2) of the

NRC

Enforcement Policy was satisfied.
