REVIEW OF REVISION 3, CHANGE 12, TO THE DIABLO CANYON POWER PLANT UNITS 1
AND 2 EMERGENCY PLAN This letter refers to Revision 3, Change 12, to the Diablo Canyon Emergency
- Plan, which was sent to us for review on June 26, 1992, in accordance with 10 CFR 50.54(q).
We have completed our review of the emergency plan changes.

Good, of my staff, discussed the results of our review and obtained clarification of some of the changes during a November 4,
- 1992, conference call with Hs.
C.
- Prince, and Messrs.
E.
- Waage, D. Yows, and R. Bliss, of your staff.
All of our questions/comments were satisfactorily resolved during the conference call.
Your staff agreed to correct several minor editorial issues in the next change to the emergency plan.
Based upon our review, it is our conclusion that your emergency plan, as
- changed, continues to meet the standards in 10 CFR 50.47(b) and the requirements of Appendix E to Part 50.
