PROGRAM RELIEF REQUESTS FOR DIABLO CANYON UNIT NOS.
1 AND 2 (TAC NOS.
H83034 AND H83035)
By letter dated March 17,
- 1992, you requested relief from certain requirements of Section XI of the ASME Code, as it applies to the First Ten-Year Interval Inservice Inspection Program Plan for the Diablo Canyon Power Plant, Unit Nos.
1 and 2.
At the request of the NRC staff, you provided additional information on your relief requests by letters dated June 22 and August 4,
- 1992, and by telephone conversations on July 30 and 31, 1992.
The Diablo Canyon plants are now in their first ten-year inservice inspection interval, and you have determined that some of the inservice inspection requirements of the applicable code (the 1977 Edition through the Summer 1978 Addenda of Section XI of the ASHE Code) are impractical to perform at the facility.
The NRC staff, with technical assistance from its contractor, the Idaho National Engineering Laboratory, has reviewed and evaluated the requests for relief from the Section XI requirements that you have determined to be impractical to perform at Diablo Canyon.
Based upon the information submitted, the staff agrees with the contractor's conclusions and recommendations as presented in the enclosed safety evaluation.
In summary, we have determined that the requirements of Section XI of the ASHE Code for examination of the components cited by you in your relief request are impractical to perform at Diablo Canyon Units 1 and 2.
Therefore, we hereby grant relief from those requirements.
Such relief is authorized by law and will not endanger life or property or the common defense and security and is'therwise in the public interest, giving due consideration to the burden that could result if the code requirements were imposed on your facility.
A summary of the requirements and the bases for granting, or granting with conditions, each part of your relief request is contained in the enclosure.
