Dear Hr. Rueger:
SUBJECT:
CLOSEOUT OF STAFF ACTIVITIES ON NRC BULLETIN 88-11, "PRESSURIZER SURGE LINE THERMAL STRATIFICATION FOR DIABLO CANYON (TAC NOS.
H72129 AND H72130)
By letter of January 30, 1989, Pacific Gas and Electric Company (PG3E) provided your initial response to NRC Bulletin 88-11 for Diablo Canyon Units 1
and 2.
Your response indicated that PGSE had completed Bulletin Action l.a and provided a schedule for the completion of the remaining Bulletin items.
In your letter of February 1,
- 1990, you submitted WCAP-12415 and WCAP-12416, the proprietary and non-proprietary versions of the Westinghouse
- report, "Evaluation of Thermal Stratification for the Diablo Canyon Pressurizer Surge Line."
Your letter concluded that thermal stratification would not affect the pressurizer surge line integrity for the design life of the units.
- Finally, you concluded that Actions 1.b and 1.d of Bulletin 88-11 had been completed for Diablo Canyon Units 1
and 2.
The NRC staff has reviewed WCAP-12415 and finds the methodologies and conclusions of your submittal acceptable.
The staff's safety evaluation is enclosed.
This completes the staff effort on NRC Bulletin 88-11 for Diablo Canyon and closes TAC Nos.
H72129 and H72130.
