CLOSEOUT OF STAFF REVIEW OF ISSUES RELATING TO PRESSURIZER SAFETY VALVES FOR DIABLO CANYON POWER PLANT, UNITS 1
AND 2 (TAC NOS.
- 74816, 74817,
- 76110, 76111,
- 77317, AND 77318)
PGSE has requested that the NRC staff defer its review of three license amendment requests (LARs) involving pressurizer safety valves.
The specific license amendment requests are (1)
LAR 89-11, "Increase Safety Valve Setpoint Toler'ances,"
(2)
LAR 90-01, "Operation With One Pressurizer Safety Valve Inoperable and Disabled,"
and (3)
LAR 90-06 "Operation With Unit 2 Pressurizer Safety Valve 8010A Inoperable and Disabled."
PGLE requested deferral of staff review of these LARs because a number of issues related to safety valves having water loop seals have not been resolved.
Since resolution of these issues may take considerable
- time, and will probably involve significant revision of your amendment
- requests, we believe that it is appropriate to close out the staff review of these LARs at this time.
Staff review of all future license amendment requests related to safety valves will be processed by the staff as new amendment requests.
Termination of staff review of these issues has been previously discussed with your staff.
This completes the NRC staff's action on these issues and closes TAC Nos. 74816,
- 74817, 76110, 76111,
- 77317, and 77318. If you have any questions regarding this matter, please contact me.
