SUBJECT:
SUMMARY
OF JANUARY 12, 1989 PUBLIC MEETING TO DISCUSS PROPOSED NRC BULLETIN ON CRACKED STUDS IN ANCHOR DARLING CHECK VALVES, AND IGSCC,OF 410 SS (TAC NO. 71814) o On January 12, 1989 the NRC staff met with the NSSS Owner's groups,
The agenda 'for the meeting is given in Enclosure 1.
Attendees at the meeting are given in Enclosure 2.
At the conclusion of the meeting, the owner's groups indicated that they found the proposed NRC Bulletin reasonable.
However, they had some minor questions regarding the scope of the definition of "check valves of similar design,"
and the time frame required to implement the proposed NRC Bulletin.
In addition, generic implications pertaining to intergranular stress corrosion cracking (IGSCC) of ASTM A193 Grade B6 Type 410 Stainless Steel and other high-strength corrosion-resistant materials were discussed.
The owner's groups expressed a
concern regarding the NRC staff's definition of the scope of the generic implications of these materials and indicated their desire to propose specific areas which need to be addressed.
The NRC staff indicated that these generic issues would be discussed at a follow-on meeting to be held in the next month or two.
At the meeting, the NRC staff described the objective of the Bulletin and the general approach that would be taken.
The staff noted that cracking has been observed in high-hardness studs in Anchor Darling Model S350W Swing Check Valves at the Diablo Canyon and D.

Cook plants.
The Bulletin would request that licensees and construction permit holders disassemble and inspect all safety-related Anchor Darling Model S350W swing check valves supplied with retaining block studs of ASTM A193 Grade B6 Type 410 stainless steel.
The Bulletin would also request that licensees inspect other safety-related check valves having similar designs and mater ials.

The broader applications of 410 SS bolting in safety systems, both in the NSSS and the BOP.
