MEETING
SUMMARY
- WET RERACKING OF SPENT FUEL POOLS, JANUARY 22, 1987 NRC and PGEE staff met on January 22, 1987 in Bethesda, Maryland to discuss certain aspects of the wet reracking of the spent fuel pools at the Diablo Canyon Plant.
The meeting notice and list of attendees are attached as Enclosures I and 2, respectively.
Because of the short notice of the meeting, the parties to the reracking proceeding (E. Lowry for Mothers for Peace and Sierra Club, and Operator 13 for CODES) had been notified of the meeting by telephone on January 14, 1987.
At the meeting PGSE presented information in response to the six (6)
NRC staff requests for additional information (RAI) which were sent to PGLE by letter dated January 15, 1987, attached as Enclosure 3.
The following is a discussion of the six items.
1.
PGRE stated that the lifting devices to be used for the rack removal/installation had been tested and meet all load requirements of the standards.
The rigging equipment will be provided by PGSE to the contractor.
Daily inspections of the equipment will be performed by the contractor in accordance with PGKE developed procedures and requirements.
2.
PGSE described the sequence and precautions for the rack removal and installation.
The operation will be directed by the Diablo Canyon Plant Operations Department; a contractor will perform the reracking.
Detailed precedures are currently being prepared.
At this time the eight (8) original low density racks are located in the Unit I spent fuel pool.
Sixty eight (68) spent fuel assemblies from the Unit I first refueling are stored in three (3) of these eight racks, along the east side of the pool.
(Eight racks are also located in the Unit 2 pool, without any spent fuel at this time).
PGSE stated that the first original racks will be removed from the west side of the pool, i.e., furthest away from racks with stored spent fuel.
When sufficient space is available, new high density racks will be placed and the spent fuel will be transferred, one assembly at a time, from the low density to the high density racks.
The remaining original racks will then be removed.
Removal and installation of the racks will be along predetermined load paths preventing movement of racks over other racks.
The new high density racks, after being lowered into the pool, will be placed into position by attaching a flotation collar device.

from the pool, will be decontaminated in the cask wash down area adjacent to the pool.
The original racks, welded to the embed plates, will be cut loose using a
small peanut grinder.
Underwater vacuum equipment will be used to remove any debris and dirt to maintain water clarity.
A load cell will be applied when lifting the original racks to assure that each rack is completely free to be lifted.
Crane operators will be trained for the operations.

PG&E stated that the crane was designed in accordance with the applicable standards.
The crane capacity is 125 tons compared to 14 tons as the maximum weight of a new, empty rack.
Only empty racks will be moved.
The crane is tested and inspected.
The appropriate inspection program will be included in the procedures for the reracking.
4.
The crane and hoist are provided with electrical interlocks to preclude movements of heavy loads over spent fuel.
During the reracking operations the interlocks will be removed to facilitate the operation,
- however, administrative controls will be implemented to assure that heavy loads are not moved over spent fuel.

The removal procedures are addressed at Item 2 above.
PG&E stated that similar techniques have been employed at other nuclear facilities and were discussed with the utilities.
The leak channels underneath the the pool liner will be used to perform additional surveillances during the rerack operations.

The various aspects of the wet reracking were addressed by PG&E at Items 1 through 5 above.
The staff requested PG&E to include in its forthcoming response specific information on the safety margin and use of the flotation device.PG&E stated that the rerack operations will be undertaken in such a manner to prevent damage to stored fuel that could lead to radioactive release or criticality.
The submittal to NRC will state this.
Following the PG&E presentation on the six items the staff stated that the information provided at the meeting was responsive to the staff's request.
PG&E was requested to document this information in a letter in the same detail as presented at the meeting by January 30, 1987.
Specific procedures need not be included, however, the important aspects of the procedures
( e.g.
use of administrative controls and old rack removal, new rack installation sequence) should be summarized.
On a separate
- matter, NRC and PG&E staff briefly discussed aspects of alter native methods for storing spent fuel at the Diablo Canyon site.
