SUBJECT: NRC INSPECTION REPORT NO. 50-275/99-10; 50-323/99-10
Dear Mr. Rueger:
This refers to the inspection conducted on May 29 through July 10, 1999, at the Diablo Canyon
Nuclear Power Plant, Units 1 and 2, facility. The enclosed report presents the results of this
inspection.
During the 6-week period covered by this inspection period, your conduct of activities at the
Diablo Canyon Nuclear Power Plant facilitywas generally characterized by safety-conscious
operations, sound engineering and maintenance practices, and good radiation protection
support.
Section M8.1 of this inspection report discusses
an issue in which Diesel Engine Generator 1-1
was degraded for 18 days because
of a loose terminal lug. Engineers used unverified
assumptions
in determining the initial cause of failure of the diesel generator to achieve rated
voltage in the required time. In addition, Operations work control personnel deferred a system
engineering request for accelerated testing for 2 weeks despite a system engineering concern
that an intermittent fault existed within Diesel Engine Generator 1-1. This issue revealed
weaknesses
in your corrective action program and interdepartmenta1
communications.
Based on the results of this inspection, the NRC has determined that four Severity Level IV
violations of NRC requirements occurred.
These violations are being treated as noncited
violations, consistent with Appendix C of the Enforcement Policy. These noncited violations are
described in the subject inspection report.
If you contest the violation or severity level of these
noncited violations, you should provide a response within 30 days of the date of this inspection
report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document
Control Desk, Washington, DC 20555-0001, with copies to the Regional Administrator, U.S.
Nuclear Regulatory Commission, Region IV, 611 Ryan Plaza Drive, Suite 400, Arlington, Texas
76011, the Director, Office of Enforcement, United States Nuclear Regulatory Commission,
Washington, DC 20555-0001; and the NRC Resident Inspector at the Diablo Canyon Nuclear
Power Plant, Units 1 and 2, facility.
