SUBJECT: NRC INSPECTION REPORT 50-275/99-09; 50-323/99-09
Dear Mr. Rueger:
Based on the results of this inspection, the NRC has determined that one violation of NRC
requirements occurred.
The violation is being treated as a noncited violation (NCV), consistent
with Appendix C.of the Enforcement Policy. The NCV is described in the subject inspection
report.
Ifyou contest the violation or severity level of the NCV, you should provide a response
within 30 days of the date of this inspection report with the basis for your denial to the
Nuclear'egulatory
Commission, ATTN: Document Control Desk, Washington DC 20555-0001, with
copies to the Regional Administrator, Region IV, and the Director, Office of Enforcement, United
States Nuclear Regulatory Commission, Washington, DC 20555-0001.
'The material enclosed herewith contains Safeguards
Information as defined by 10 CFR 73.21
and its disclosure to unauthorized individuals is prohibited by Section 147 of the Atomic Energy
Act of 1954, as amended.
Therefore, the material will not be placed in the Public Document
Room.
This refers to the inspection conducted on May 17-20, 1999, at the Diablo Canyon Nuclear Power
Plant, Units 1 and 2 facilities. The enclosed report presents
the results of this inspection.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter, its
enclosure, and your response will be placed in the NRC Public Document Room (PDR).
