PG&E LETTER DCL-98-12B, REPLY TO NRC INSPECTION REPORT

NO. 50-275,323/98201

Dear Mr. Oatley:

Thank you for your letter DCL-98-12B, dated September

14, 1998, in response to the request

for additional information contained in our letter to Mr. Ruger, dated July 16, 1998, which

forwarded NRC Inspection Report 50-275,323/98201.

We find the actions described in your

letter, taken to addres's concerns in the areas of procurement staffing and training of

procurement staff, and procurement and commercial-grade dedication procedures to be

responsive to our concerns.

The inspection report also identified Inspector Followup Item (IFI) 50-275,323/98201-01.

This

IFI involved confirmation of your actions taken to resolve problems associated

with a DEG

voltage regulator card replaced in 1994.

By telefax, dated August 18, 1998, your Regulatory

Services staff provided us with a copy of Action Request (AR) A0465240 and its associated

evaluations which tracked actions to resolve the IFI. The AR prompted further followup

questions by our inspector regarding drawings, circuit board part numbers, warehouse material

and revisions to your dedication procedure IDAP CF3.ID13. Your staff's efforts to resolve these

issues over the past few months resulted in discovery of an additional material deficiency in a

circuit board in the warehouse which prompted inspections of the six DEG voltage regulators.

After a series of telephone conversations over the past several months and finally by telefax

dated May 26, 1999, regarding the satisfactory DEG voltage regulator inspections and the

specifics of the revisions to CF3.ID13, we have the information necessary and as a result have

concluded that your staff's actions to resolve the IFI have been satisfactory.
