SUBJECT: NRC INSPECTION REPORT NO. 50-275/99-04; 50-323/99-04
Dear Mr. Rueger:
Thil refers to the inspection conducted on March 7 through April 17, 1999, at the Diablo
Canyon Nuclear Power Plant, Units 1 and 2, facility. The enclosed report presents the results
of this inspection.
During the 6-week period covered by this inspection period, your conduct of activities at the
Diablo Canyon Nuclear Power Plant facilitywas generally characterized by safety-conscious
operations, sound engineering and maintenance practices, and good radiation protection
sUpport.
Based on the results of this inspection, the NRC has determined that four violations of NRC
requirements occurred.
These violations are being treated as noncited violations, consistent
with Appendix C of the Enforcement Policy. These noncited violations are described in the
subject inspection report.
If you contest the violation or severity level of these noncited
violations, you should provide a response within 30 days of the date of this inspection report,
with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document
Control Desk, Washington, DC 20555-0001, with copies to the Regional Administrator,
Region IV; the Director, Office of Enforcement, United States Nuclear Regulatory Commission,
Washington, DC, 20555-0001; and the resident inspector at the facility.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter, its
enclosure, and your response willbe placed in the NRC Public Document Room (PDR).

with you.
