NOTICE OF VIOLATION

NRC

INSPECTION

REPORT 50-275/94-04

AND 50-323/94-04

During the periods of February

14-17,

February 22-25,

and March 1,

1994, Hr.

Louis C. Carson II of this office conducted

a routine inspection of activities

authorized for your Diablo Canyon

Power Plant.

At the conclusion of the

inspection,

Hr. Carson discussed

our findings with Hr. Warren Fujimoto and

other members of your staff identified in the enclosed report.

Areas

examined during this inspection

are described

in the enclosed report.

Within these

areas,

the inspection consisted of selective

examination of

procedures

and representative

records,

interviews with personnel, facility

tours,

and observation of activities in progress.

Based

on the results of this inspection,

certain licensed activities appeared

to be in violation of NRC requirements,

as specified in the enclosed

Notice of

Violation (Notice).

This violation involved multiple examples of your

workers'ailures

to maintain

and adhere to established

procedures

as required

by Technical Specification 6.8. 1.

The violation is of concern

because

of the

scope of the procedural

non-compliances

involved,

and because it involves

examples of workers'ailing to initiate corrective actions to ensure that

conditions adverse to quality were identified in order to prevent recurrence.

You are required to respond to this letter

and should, follow the instructions

specified in the enclosed

Notice when preparing your response.

In your

response,

you should

document the specific actions taken

and

any additional

actions

you plan to prevent recurrence.

Specifically, please

explain the

corrective actions

being taken

by Nuclear

Power Generation

(NPG) guality

Assurance,

and Technical

S. Ecological Service

(TES) Nuclear guality

Management.

Also, please

address

the concerns

in the inspection report

pertaining to the increased

role that

TES has in NPG's business

as

a result of

the March 1993 reorganization.

After reviewing your response

to this Notice, including your proposed

corrective actions

and the results of future inspections,

the

NRC will

determine whether further

NRC enforcement

action is necessary

to ensure

compliance with NRC regulatory requirements.
