This refers to the routine inspection
conducted
by H. Hiller, H. Tschiltz,
and
J. Winton during the period from December
9,
1993,
through January
12,
1994.
This inspection
examined your activities
as authorized
by
NRC License
Nos.
and DPR-82.
At the conclusion of the inspection,
the inspectors
discussed their findings with members of the
PG&E staff.
Areas
examined during this inspection
are described
in the enclosed
inspection
report.
Within these
areas,
the inspection consisted of selective
examina-
tions of procedures
and representative
records,
interviews with personnel,
and
observations
by the inspectors.
We are concerned that your December
18,
1993,
request for enforcement
discretion provided limited time for
NRC response
and evidenced insufficient
familiarity on the part of your staff with the requirements
of this process.
Although the associated
technical
issues
were properly addressed,
your staff's
previous efforts to correct the weaknesses
exhibited during
a Hay 1993
enforcement discretion request
did not appear to have
been fully effective.
We understand
that you have initiated actions to provide more effective
participation
i,n this process if it should
be necessary
in the future.
Additionally,
a non-cited violation, identified by your staff was noted
regarding the fretting of component cooling water
(CCW) heat exchanger
tubes.
This issue
involved inadequate
procedures
to ensure that the
CCW heat
exchangers
were operated within their design flow rates.
This issue is
discussed
in detail in Paragraph
8 of the enclosed report.
Since the criteria
of the
NRC Enforcement Policy were satisfied, this violation is not being
cited.
In accordance
with 10 CFR 2.790(a),
a copy of this letter and the enclosure
will be placed in the
NRC Public Document
Room.
