AND 2 EMERGENCY PLAN This letter refers to Revision 3, Change 13, to the Diablo Canyon Emergency Plan, which was sent to us for review on October 7, 1993, in accordance with 10 CFR 50.54(q).

Good discussed the results of our review and obtained clarification of some of the changes during a January 4,

1994, conference call with Ms. L. Hagan and Messrs.

H. Hug, E.

Waage, and D.

Yows.

All of our questions/comments were satisfactorily resolved during the conference call.

Your staff agreed to correct several minor issues in the. next emergency plan change.

Our review indicates that your emergency plan continues to meet the standards in 10 CFR 50.47(b) and the requirements of Appendix E to Part 50; Sincerely, ober J.

Page 261 (8.2.3) - does the last sentence in the first paragraph mean that contracts will not be reviewed annually?

Narty and Ed agreed that the wording did not clearly indicate that an annual review would be performed for multi-year contracts.

Harty said that the wording would be strengthened in the next plan change.

This response was acceptable.

(17) Appendix N - sections of this supplement (Table of Contents only) were revised September 1993.

Region IV/V will send you an official copy (probably after Harch 1994),

unless a copy is needed sooner.

Narty said that they could wait until they receive the "formal" copy.

This response was acceptable.

(18) General there were several pages that had changes without change bars (26, 74, 95, 191, 259).

~Res onse:

Dennis explained that change bars were only used for the first occurrence of global changes.

Harty said that a statement to this effect would be included with future emergency plan change summaries.

Dennis said that the other changes should have had change bars.

Th'is response was acceptable.

Conclusion All of the changes continued to meet the standards in 10 CFR 50,47(b) and the requirements of Appendix E to Part 50.
