This refers to the routine inspection

conducted

by H. Hiller, D.. Kirsch and

H. Tschiltz during the period from August

18 through September

28,

1993.

This

inspection

examined your activities

as authorized

by

NRC License

Nos.

DPR-80

and DPR-82.. At the conclusion of the inspection,

the inspectors

discussed

their findings with members of the

PGLE

staff.'reas

examined during this inspection

are described

in the enclosed

inspection

report.

Within these

areas,

the irIspection consisted of selective

examina-

tions of procedures

and representative

records,

interviews with personnel,

and

observations

by the inspectors.

Based

on the results of this inspection, 'it appears

that certain of your

activities were not conducted

in full compliance with NRC requirements,

as set

forth in the enclosed 'Notice of Violation (Notice),

and in the enclosed

inspection report:

This violation involved

a temporary

gage which was

installed in the Unit 2 component cooling water

(CCW) system without appro-

priate documentation

or safety analysis.

A non-cited violation was also noted

regarding the

same

gage,

in that it had been installed

and removed at

an

earlier date using improper administrative controls.

This. deficiency was

identified by a system engineer,

as discussed

in Paragraph

8 of the enclosed

report.

Since the criteria of the

NRC Enforcement Policy were satisfied, this

violation was not cited.

You are required to respond to this letter

and should follow the instructions

specified in the enclosed

Notice when preparing your response.

In your

response,

you should document the specific actions taken

and any additional

actions you plan to prevent recurrence.

After reviewing your response

to this

Notice, including your proposed corrective actions

and the results of future

inspection,

the

NRC will determine

whether further

NRC enforcement

action is

necessary

to ensure

compliance with NRC regulatory requirements.

In accordance

with 10 CFR 2.790(a),

a copy of this letter, the enclosures,

and

your response will be placed in the

NRC Public Document
