DPR-80 and DPR-82 During an NRC inspection conducted during the period of July 7 August 17,
- 1993, a violation of NRC requirements was identified.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions,"
10 CFR Part 2, Appendix C, the violation is listed below:
10 CFR Part 50, Appendix B, Criterion XVI, states, in part, that measures shall be established to assure that conditions adverse to quality, such as nonconformances are promptly identified and corrected.
In the case of significant condi tions adverse to quality, the measures shall assure that the cause of the condition is determined and corrective action taken to preclude repetition.
guality related plant administrative procedure, AP D-753, titled "Control of Lubricants," requires control of the storage and use of lubricants for plant equipment.
Contrary to the above, effective corrective action was not taken for a significant condition adverse to quality involving four instances between March 1989 and January 1992 of improper control of lubricants in safety-related equipment.
Consequently, on June 29 and July 16,
- 1993, improperly mixed oil was found in auxiliary saltwater (ASW) pump l-l and in ASW pumps 2-1 and 2-2, respectively.
This is a Severity Level IV violation (Supplement I), applicable to Units 1 and 2.
Based upon the corrective actions taken or initiated by the licensee, and reviewed by the inspector, a written response to this Notice is not required.
