DIABLO CANYON MOV INSPECTION
NRC INSPECTION REPORT 93-19

This refers to the inspection
conducted. by Messrs.
C. Myers,
and
M. Runyan
during the period of July 19-23,
1993.
The inspection consisted of a review
of activities authorized for your Diablo Canyon facility.
At the conclusion
of the inspection,
the findings were discussed
with Mr. J.
Townsend
and other
members of your staff.
This inspection
examined the implementation of the ptogram which you have
developed in response
"Safety-Related
Motor-Operated
Valve Testing
and Surveillance."
The inspection consisted of interviews with
personnel
and selective examination of records
and procedures.
We concluded
that the implementation of your motor-operated
valve program was generally in
accordance
with your commitments to Generic Letter 89-10.
The report discusses
a concern associated
with the auxiliary feedwater control
valve 2-LCV-109.
Despite having completed your GL89-10 program to assure
the
capability of the
MOV to operate
under worst case
design basis conditions, the
MOV subsequently
failed to open during routine surveillance testing.
We are
concerned that your initial corrective actions did not identify the root cause
for the failure prior to returning the
MOV to service nor assess
the
implications of the failure on the adequacy of your
MOV program.
The
objective of the GL89-10 program is to assure that
common mode deficiencies
in
the design
and maintenance
of MOVs have
been recognized
and corrected.
Deficient
MOV performance
should receive particular attention to assure that
your program is comprehensive
and effective.
In accordance
with 10 CFR Part 2.790 of the'NRC's
"Rules of Practice,"
a copy
of this letter
and its enclosure will be placed in the
NRC Public Document
Room.
