This refers to the routine inspection
conducted
by H. Hiller and F.
Gee during
the period from Harch
9 through April 12,
1993.
This inspection
examined your
activities
as authorized
by NRC License
Nos.
At the
conclusion of the inspection,
the inspectors
di scussed their findings with
members
of the
PGSE staff.
Areas
examined during this inspection
are described
in the enclosed
inspection
report.
Within these
areas,
the, inspection consisted of selective
examina-
tions of procedures
and representative
records,
interviews with personnel,
and
observations
by the inspectors.
Paragraph
4 of the enclosed
inspection report discusses
a violation which was
identified by your staff, involving a failure to fully secure
the containment
equipment hatch prior to fuel offload.
In view of the corrective actions
taken
by your staff,
and because
the criteria of the
were satisfied, this violation was not cited.
During this report period,
we observed that your line and quality organiza-
tionss
aggressively
identified
and elevated
problems to management.
This and
the prompt communication of these
issues
to the
NRC were noteworthy strengths
observed
during this report period.
In accordance
with 10 CFR 2.790(a),
a copy of this letter and the enclosure
will be placed in the
