This letter transmits the report of the U.S. Nuclear Regulatory

Commission

(NRC) inspection conducted April 27 through

June

5,

1992, at the corporate offices of Pacific Gas and

Electric Company

(PG&E),

San Francisco,

California.

The

NRC

inspection team,

led by Steven

M. Matthews and including the

other inspectors

named in the report, evaluated

PG&E's

procurement

and commercial grade dedication of an emergency

diesel generator

(EDG) set for Diablo Canyon Nuclear Power Plant

Unit 2

(DCNPP2).

We view PG&E's decision to install the sixth (No. 2-3)

EDG set as

an enhancement

to the safety of DCNPP.

The 2-3

EDG set will also

provide

DCNPP2 with significantly enhanced

operational

flexibilityto meet station blackout requirements

and minimize

limiting conditions for operation

and their effect.

Except for

the power generator

component,

PG&E procured the components

of

the sixth

EDG set as commercial grade equipment, similar to the

EDGs currently installed,

intending to dedicate

them for safety-

related service.

PG&E's procurement

and commercial grade dedication of the 2-3

EDG

assembly,

auxiliary systems,

and installation represent

a unique

and complex exercise in procurement

and dedication.

The team

recognized that the weaknesses

identified during its inspections,

were not indicative of PG&E's normal procurement

and standard

commercial grade dedication program or its implementation

(see

also

NRC Inspection Report

(IR) 50-275/91-201

and 50-323/91-201,

dated July 16, 1991).

During its meeting in Rockville, Maryland,

on February

20,

1992,

with representatives

of the

NRC to discuss

the open issues

from

the previous inspections of PG&E, and PG&E's supplier of the

power generator

(NEI Peebles-Electric

Products,

Inc.

(P-EP), of

Cleveland,

Ohio,

and NEI Peebles

Limited, Peebles Electrical

Machines

(PEM), of Edinburgh,

Scotland),

PG&E presented

a revised

approach for its dedication of the diesel engine

and its

compensatory

actions taken for the power generator.

Also, during

this meeting,

PG&E agreed to develop, in consultation with GE

Locomotive of Montreal,

Canada

(manufacturer of the diesel engine

and designer of the 2-3

EDG set),

a program for supplemental

endurance testing (post-modification tests)

of the 2-3

EDG,

followed by a breakdown

and inspection of specific parts of the

engine

and power generator.

Although the exit meeting for this inspection

was conducted

on

June

5,

1992, the team continued to evaluate

PG&E documents

submitted after the meeting.

For instance,

the documentation

of

certain procedures

for the post-modification tests

and of PG&E's

evaluations of certain issues

were submitted in December

1992.

Therefore, this report documents

the 'team's review in the

following areas:

(1)

PG&E's commercial grade dedication of the

static exciter-voltage regulator including cabinets

and control

panels,

certain instrumentation

and control components,

piping,

and valves;

(2)

PG&E's compensatory

actions taken to resolve the

issues identified during the earlier inspection

(IR 50-323/91-202);

(3)

PG&E's compensatory

actions taken to

resolve the nonconformances

identified during the inspection of

P-EP

(IR 99900772/91-01);

(4)

PG&E's compensatory

actions taken

to resolve the unresolved

item and nonconformances

identified

during the inspection of PEM (IR 99901052/91-01);

(5)

PG&E's

revised dedication

approach for the diesel engine;

and

(6)

PG&E's

post-modification tests.

Closure of the issues identified during the inspections of PG&E,

P-EP,

and

PEM is pending

PG&E's successful

completion of its

compensatory

actions taken as

a result of the inspection findings

and the post-modification tests

and inspections that will

determine the adequacy of 2-3 EDG's design, materials,

and

manufacturing processes.

With the exception of certain

evaluations

addressed

below, these tests

and inspections

are

expected to resolve the team's remaining technical concerns

by

evaluating the

EDG during operating

and transient conditions

necessary

to detect problems,

and by subjecting certain

components

of the

EDG to operating cycles which would likely

result in premature cyclic fatigue failure if defects

were

present.

When the post-modification tests

are completed,

please

submit the

conclusions

from PG&E's evaluation of the completed test results.

PG&E will have successfully

concluded the dedication process

when

certain evaluations identified in the summary section of this

report as

open items,

have been completed

and incorporated into

the appropriate dedication documents.

PG&E is not requested

to

submit these

completed

documents to the

NRC staff.

However,
