DIABLO CANYON SHUTDOWN RISK AND OUTAGE MANAGEMENT INSPECTION
(NRC
INSPECTION
REPORT 50-275/92-201)
We are forwarding the report of the shutdown risk and outage
management
inspection
conducted
by the U.S. Nuclear Regulatory
Commission
(NRC) staff
from August
24 through October 30,
1992.
The activities inspected
were
authorized
by
NRC Operating
License
DPR-80 for the Diablo Canyon Unit
1
Nuclear Station.
At the conclusion of the inspection,
an exit meeting
was
held where the team's
inspection findings were discussed
with members of your
staff.
During the first phase of the inspection,
conducted
before the
1992 refueling
outage,
the
team examined
the adequacy of your outage
planning with respect
to
minimizing the risk of accident
sequences
during shutdown conditions.
During
the
second
phase
conducted
during the outage,
the team examined the
implementation of your outage plan.
The team found that you have developed
and implemented
a comprehensive
and
effective outage
plan that appropriately considered
the risk associated
with
plant shutdown evolutions.
Specific significant strengths
the team identified
included, training, self-assessments,
scheduling,
control
room operations,
and
the outage safety plan.
The concept of shutdown risk minimization was well
incorporated
into your overall outage planning.
The team also identified several
deficiencies
in your programs in the areas of
drawing 'control, overtime control,
inadequate
procedures,
and failure to
follow procedures.
Some observations
where additional
improvements
and
program enhancements
could
be
made included the definition and control of
"available" equipment
and the implementation of internal
assessment
recommendations.
No response
to this letter is required.
The
NRC Region
V office will issue
any enforcement
actions that
may result from this inspection.
