of needed monitor upgrades
and your proposals for

interim monitoring methods
appeared
to be aggressive
and technically
sound.
In addition,
we noted that you had analyzed the impact of these
changes
(both temporary
and permanent)
on the effluent monitoring program
and
on the
DCPP Emergency
Plan.
Your analyses,
in the aspects
discussed,
appeared
probing and thorough.
In accordance
