CLOSEOUT OF STAFF ACTIVITIES ON GENERIC LETTER 91-11 FOR DIABLO CANYON (TAC NOS.

H82404 AND M82405)

On July 18, 1991, the NRC staff issued Generic Letter (GL) 91-11, "Resolution of Generic Issue 48,

'LCO's for Class lE Vital Instrument Buses,'nd 49,

'nterlocks and LCO's for Class IE Tie Breakers,'ursuant to 10 CFR 50.54(f)."

The GL requested that licensees certify that procedures exist

" which contain time limitations and surveillance requirements for vital instrument buses (VIB), inverters or other onsite power sources for VIB, and tie breakers.

If procedures do not exist, a justification demonstrating the reasons why the controls are not needed is requested.

By letter DCL-92-023 dated January 30,

1992, you responded to the GL, indicating that procedures for time limitations and surveillance requirements are in place at Diablo Canyon Unit Nos.

1 and 2.

The NRC staff has reviewed your response to the GL and finds that it meets the reporting requirements set forth in GL 91-11.

This completes the staff effort on the GL for Diablo Canyon and closes TAC Nos.
