Attention:

i

Gentlemen:

Subject:'RC

Inspection of Diablo Canyon Units

1. and

2

This refers to the routine inspection

conducted

by D. Kirsch,- R.

Huey,

and

S.

Matthews during the period of March 10-17,

1992.

This inspection

examined

your activities

as authorized

by

NRC License

Nos.

DPR-80

and DPR-82.

At the

conclusion of the inspection,

a discussion of the inspectors'indings

was

held with members of your staff.

Areas

examined during this inspection

are described

in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examinations of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspectors.

Based

on the results of this inspection, it appears

that certain of your

activities were not conducted

in full compliance with NRC requirements,'s

set

forth in the enclosed

Notice of Violation.

One other violation, involving

failure to properly implement qualit'y assurance

requirements for a safety

related

procurement,

is not being cited because

your efforts in identifying

and correcting the violation met the criteria specified in Section VII.B.2 of

,the Enforcement Policy.

The inspection identified that you did not conduct your activities for

procurement of your sixth emergency generator

in a manner to assure

procurement of a product which fully met your quality requirements.

Further,

you had several

opportunities to identify and correct the procurement

deficiencies.

For example,

your audit of the generator

supplier in 1989

identified problems,

however,

you issued the purchas'e

order prior to the audit

report being issued

and prior to the supplier being placed

on your qualified

suppliers list; you failed to properly res'olve

an important draft audit

finding involving a poorly implemented

commercial

grade dedication

program;

and your resolution of a nonconformance

report regarding

inadequate

supplier

audits,

which was closed in late

1990, failed to include the

1989 audit in its

scope of corrective action.

In addition, the inspection identified that

Pacific Gas

and Electric Company

when you did recognize the problems with the

1989 audit, your proposed

.corrective actions to resolve the problems

were too limited in scope

and did

not address

the potential for similar deficiencies

in other audits performed

during the

same time period.

You are required to respond to this letter and should follow the instructions

specified in the enclosed

Notice when preparing your response.

In your

response,

you should document the specific actions

and any additional actions

you plan to prevent recurrence.

After reviewing your response

to this Notice,

including your proposed corrective actions

and the results of future

inspections,

the

NRC will determine

whether further

NRC enforcement

action is

necessary

to ensure

compliance with NRC regulatory requirements.

In accordance

with 10 CFR 2.790 of the NRC's "Rules of Practice,"

a copy of

this letter and the enclosures will be placed in the

NRC Public. Document

Room.

The responses

directed

by this letter are not subject to the clearance

procedures

of the Office of Management

and Budget

as required

by the Paperwork

Reduction Act of 1980,

Pub.

L. No.96-511.

Should you have

any questions

concerning this inspection,

we will be pleased

to discuss

them with you.

Sincerely

R.

P.

Zimmerman, Director

Division of Reactor Safety

and Projects
