This letter refers to the inspection

led by Mr. Dave Corporandy of this office

during the weeks of October

21 and

November 4, 1991, of activities authorized

by

NRC License

Nos.

DPR-80 and DPR-82,

and to the discussion of.our findings .

held with members of your staff on November 8, 1991.

provided documents

The

inspection evaluated

the adequacy of Diablo Canyon actions to assure

the

reliability of motor operated

valves

(MOVs).

Our inspectors

reviewed the

program that you have developed

in response

to

NRC Generic Letter 89-10,'Safety-Related

Motor Operated

Valve Testing

and Surveillance."

Generic Letter 89-10 provides

recommendations

for licensees

to develop

and implement

programs to ensure that

MOVs will operate properly under

design

b'asis

conditions.

Specific areas

examined during this inspection

are described in the enclosed

inspection report.

Within these

areas,

the inspection consisted

of selective

examinations

of procedures

and representative

records,

interviews with

personnel,

and observations

of ongoing maintenance

of MOVs.

In general,

the inspection findings indicated that you appear to be developing

an aggressive,

well-integrated

program for assuring

MOV reliability.

Program

strengths

were found in the area of program

scope

and your high impact team

(HIT) approach to integrating the multidisciplined activities required for

the 89-10 program.

The inspection findings also indicated that your program

has areas

of weakness

and areas

in need of further development.

Your calculation methodology to

verify MOV capability

and switch setpoints

needs

improvement.

Specific

concerns

are outlined in the enclosed

inspection report

summary

and detailed

in the body of the inspection report,

Further development is needed in the

areas

of periodic verification and trending of MOV performance

parameters.

Regarding the overall administration of your program,

we are concerned with

your methods for determining

when

MOV operability evaluations

are required.

Your test evaluations for determining operability are

complex

and lengthy.

We

are encouraged

by your.willingness

to modify MOVs, if. necessary,

to establish

..

capability based

on your GL 89-10 program factors,

but are concerned that your

threshold for evaluating

MOV operability is less stringent.

Further details

on this subject

are discussed

in the enclosed

report.

As mentioned at the

exit meeting

and in the enclosed report,

prompt corrective action should

be

initiated upon the discovery of any valve operability concerns.

No violations or deviations

were identified within the scope of this

inspection.

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosure

will be placed in the

NRC Public Document

Room.
