This refers to the routine inspection

conducted

by Messrs.

F.

Gee

and

D. Acker of this office on October

7 through October 25,

1991,

a meeting held

in the

NRC Region

V office on November 4, 1991,

and

a telephone

conference

held

.

on December

6.,

1991 regarding activities authorized

by

NRC License

Nos.

DRP-80

and

DRP-82.

A discussion

of findings was held by the inspectors

with

Mr. J.

D.

Townsend

and other members of your staff at the conclusion of the

inspection.

Areas

examined during this inspection

are described

in the enclosed

inspec-

tion report.

Within these

areas,

the inspection consisted

of selective

examinations

of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspectors.

Our inspection identified that

a Technical Specification post accident

monitoring instrument

had failed and

gone undetected

for approximately

two

weeks.

Failure of this instrument

had also occurred in 1990

and was not

found by your routine surveillance

program.

We considered that your

surveillance

program

and root cause

evaluation of the 1990 failure were

inadequate.

We urge that management

attention

be directed into areas

where

sur vei llances

do not detect existing faults in Technical Specification safety

equipment

and to ensure that the adequacy of the surveillance

program =is

included in the root cause evaluation.

No violations or deviations of NRC requirements

were identified within the

scope of this inspection.

In accordance

with 10 CFR 2.790(a),

a copy of this- letter and the enclosure

will be placed in the

NRC Public Document

Room.
