This refers to the management
meeting held with members of your staff at the

V office on October ll, 1991.
Subjects
discussed
during the meeting
are
summarized
in the enclosed
meeting report.
Your staff described
how a team of personnel
was cuickly assembled
to
understand
and attempt. to resolve the most recent
problem experienced
with
Unit
1 valve FCV-95.
The approach
to resolving this recent
problem appears
to
be methodical
and thorough.
It is noted,
however, that the valve exhibited
problems in the past,
and there did not appear
to be
a comprehensive effort to
develop
a root cause.
We encourage
the recent activities
on the part of
yourself and your staff to resolve this problem,
and
we think that the
operation of Diablo Canyon
can benefit from promptly approaching
future
equipment
problems in a similar manner.
In accordance
with 10 CFR 2.790(a),
a copy of this letter and the enclosures
will be placed in the
NRC Public Document
Room.
