This refers to the inspection

conducted

by Mr. P. Morrill of this office on

September

21-23,

1991.

The inspection

was conducted

to followup the

use of

a non-licensed

operations

person to assist

the licensed

operators

in the

control

room of Unit

1 during

a Unit

1 trip on May 17,

1991.

Areas

examined during the inspection

are described

in the enclosed

inspection

report.

Within these

areas,

the inspection

consisted

of selective

examination

of procedures

and representative

records,

interviews with personnel,

and

observations

of activities in the control

room.

Although no violations were identified in this report,

two issues

remain

under review for possible

enforcement,

and were therefore identified as

unresolved

items.

These

issues

involve the use of

a non-licensed

individual

to manipulate

equipment

from the control boards following the

May 17,

1991

unit trip.

An additional

concern

involves the composition of

a crew used for

the purposes

of training in the simulator,

which appears

to differ from the

composition

on shift.

Your August 22,

1991 letter to us indicates that you

are addressing

these

issues.

You are encouraged

to continue that effort.

In accordance

with 10 CFR 2.790 (a),

a copy of this letter

and the enclosure

will be placed in the

NRC Public Document

Room.
