was held to discuss
PG&E's Quality Assurance
Program.

Mr. Sexton
opened
the meeting, indicating that
PGSE's guality Assurance
(gA) department
had
been in the process
of reorganizing.
As part of the
reorganization,
more emphasis
was placed
on activities at the Diablo
Canyon site.
Mr. Sexton turned the meeting over to the directors of the
threes
groups for an overview of each group's activities.

This group performs trending analysis,
information resear ch, quality
problem oversight,
and technical training.
Recently,
the most
significant change in work activity has
been in the area of information
research.
Prior to performing
a gA audit, the audit leader
can request
an information package pertaining to the audit subject.
The information
package
would be developed
by reviewing industry reports,
lessons
learned,
and vendor information.
An information package
pertaining to
lubrication was provided
as
an example of the product that would be given
to the
gA audit team leader.
Region
V comments
regarding
the information
package
were generally positive.
As an oversight function, this group performs
a daily review of Action
Requests
to ensure that problems
are being categorized for significance
and are being resolved.
Mr. Kirsch commented that it often appeared
to
the
NRC that problems
were not appropriately elevated
to higher
management.
Mr . Sexton replied that,
as
a result of the daily. review of
Action Requests,
unresolved
problems
are
now discussed
in management
meetings.

Assurance
This group performs audits of equipment
and service vendors.
Previously
about
80 to 90 percent of the audits
were contracted
but now, most audits
are performed
by PGKE.
There are approximately
250 vendors for Diablo
Canyon that receive audits.
Auditors may spend
up to three
days at each
vendor facility.
Last year about
10 to 15 vendors
were disqualified as
a
result of the audits.
The procurement of the sixth diesel
generator
was
discussed
along with the dedication
process for the diesel
generator.

Performance
5 Assessment
'his group is located at Diablo Canyon
and often makes
performance
based
assessments.
Included in these
assessments
were
a functional inspection
of the
CCW system
and
a review of maintenance activities during the last
. refueling outage.
gA indicated that this group has
been successful
in
finding design
issues
in the plant.
Also discussed
was the design basis
reconstitution
program.
This program is expected
to complete in 1993.
In closing the meeting,
Mr. Perkins
indicated that
gA needs
to be
an
extension of top management.
Mr. Sexton replied that gA has the support
of top management,
is not limited in scope,
and is improving site
activities.
