routine inspection

conducted

by Messrs.

P. Narbut and

K. E. Johnston

during the period of April 28 through June 7, 1991.

This

inspection

examined your activities

as authorized

by NRC License

Nos.

DPR-80

and

DPR-82.

At the conclusion of the inspection,

discussions

of their

findings were held with Mr. M. J. Angus,

and other members of your staff.

Areas

examined during this inspection

are described

in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examinations of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspectors.

No violations of NRC requirements

were identified as

a result of'his

inspection.

However, your attention is directed to paragraph

9a which

identifies

a situation in which corrective actions

from the

1990 outage

were

not effective.

Although it appears

to be

a minor safety problem,

we are

concerned with the apparent

lack of control over your contract personnel

working on and using refueling equipment.

We encourage

you to direct adequate

resources

to prevent these repetitive contractor errors.,

We will continue

to follow and evaluate

your actions in this area.

In accordance

with 10 CFR 2.790 (a),

a copy of this letter and the enclosures

will be placed

i'n the

NRC Public Document

Room.
