This letter refers to an unannounced

routine emergency

preparedness

inspection

conducted

by Mr. E. Garcia

and Mr. A. Mcgueen of this office on May 20-24 and

June 5, 1991.

The inspection

included

a review of your activities at the

Diablo Canyon Nuclear Power Plant

(DCPP), Units

1 and 2,

as authorized

under

NRC Licenses

No.

DPR-80 and

DPR-82 and to the discussion

on May 24, 1991, of

our preliminary inspection findings held by the inspectors with Mr. J.

Townsend

and other members of your staff identified in the enclosed

inspection report.

Further, this letter refers to subsequent

in-office inspection of site

emergency

procedures

(EPIP).

Areas

examined during this inspection

included activities related to emergency

preparedness

as described

in the enclosed

inspection report.

Within these

areas,

the inspection consisted of selective

examination of procedures

and

representative

records,

interviews with facility and contract personnel,

and

observations

of activities in progress.

No violations of NRC requirements

were identified within the scope of this

inspection.

However,

areas

of concern

were identified regarding classification

and declaration of emergency

events.

Background details

are discussed

in

paragraph

3 of the attached

inspection report.

In accordance

with 10 CFR 2.790(a),

a copy of this letter and the enclosure will

be placed in the

NRC Public Document
