By memorandum dated November 7, 1990, the Federal Emergency Management Agency (FEMA) informed the NRC of the results of their observations of the offs)te activities during the Diablo Canyon Nuclear Power Plant emergency preparedness exercise on September 13, 1989.
The memorandum states that one deficiency and fifteen Areas Requiring Corrective Action (ARCA) were identified.
The deficiency was based on inadequate Emergency Broadcast System messages.
The FEMA report indicates that the deficiency was corrected in a remedial exercise on October 3, 1990.
Me request that you coordinate with the offsite authorities to ensure corrective actions are being taken to correct or resolve the ARCAs.
