SUMMARY

OF NOVEMBER 27, 1990 PUBLIC MEETING ON SEISMIC DESIGN OF MASONRY WALLS AT DIABLO CANYON (TAC NUMBERS 74142 AND 74143)

On November 27, 1990 the NRC staff met with the Pacific Gas and Electric Company (PGKE or the licensee) in Rockville, Maryland to discuss the above subject.

Attendees at the meeting are given in Enclosure 1.

Slides presented by PGSE at the meeting are given in Enclosure 2.

The PGSE presentation summarized the results of (I) plant walkdowns conducted to reassess the number of safety-related masonry walls at Diablo Canyon, (2) calculations to determine the seismic capability of the masonry walls, and (3) an evaluation of methods of strengthening masonry walls at the top connection and at the midpoint.

PLANT WALKDOWNS The licensee stated that it had recently completed a

100% walkdown of the masonry walls in the facility.

This resulted in a reduction in the number of safety-related walls in the plant (both units) from 149 to 123.

Of the 123 safety-related walls, 63 are safety-related because safety equipment is attached to them.

The other 60 walls are safety-related because their collapse could potentially damage adjacent safety-related equipment.

Walls of this type are usually called "seismic interaction" walls or "Seismic Category 2/1" walls.

The licensee noted that the masonry walls at Diablo Canyon act as fire barriers and do not provide structural

support, and thus their collapse would not affect the adequacy of the buildings containing them, the auxiliary building and the turbine building.

REANALYSIS OF THE TOP CONNECTION However, the staff stated at the meeting that it could not accept certain parts of the licensee's reanalysis assumptions and criteria.

Specifically, the staff stated that it can not accept the licensee's assumption that the unreinforced drypack concrete at the top of the walls could sustain about 50 psi of tensile

stress, because of the absence of material test records and placement inspection records for the drypack.

The licensee agreed to re-examine the basis for this assumption, and to investigate ways of testing the top connection to determine its strength in shear and tension.

PDC QFo I I)I At the meeting, the licensee presented the results of reanalysis of the walls, using more conservative criteria and methods than had been used previously.

Two aspects of the seismic design of the walls were reanalyzed, the strength of the top connection between the walls and the ceiling, and the ability of the walls to withstand flexural loads.

The top connection analysis presented by the licensee showed that for 21 of the 123 safety-related walls, the shear loading will exceed the capacity.

REANALYSIS OF WALL FLEXURE The licensee reanalyzed the flexural capacity of the walls using the Uniform Bui lding Code (UBC) criteria.

The seismic loading on the walls (the demand) was based on the Diablo Canyon specific response spectra using the elastic natural frequency of the wall.

The reanalysis indicated that all of the walls had a capacity-to-demand ratio (C/D) of less than 1.

The licensee noted that the UBC would allow C/D ratios as low as I/6.

The staff stated at the meeting that it did not find the licensee's proposed C/D criteria acceptable.

The staff requested that the licensee develop and document the basis for allowing C/0 ratios less than 1.

METHODS OF STRENGTHENING THE WALLS The licensee described possible methods of strengthening the walls, both at the top connection and at the midpoint of the walls.

The method of strengthening "the top connection involved replacing the existing top clip angles with larger ones that would bear on the reinforced masonry portion of the wall rather than on the unreinforced drypack at the top of the wall.

Several methods of strengthening the middle section of the walls were presented, including the addition of vertical and horizontal steel columns adjacent to the walls, and the addition of steel plates on both sides of the walls.
