UPDATE OF STATUS FOR DIABLO CANYON AND TROJAN THE ITEMS ON SINS The purpose of this memorandum is to provide additional documentation for the closure and/or final action to be taken on TMI items listed in the SINS data base as "open".
This memorandum is intended to supplement my memoranda (one for Trojan and one f'r Diablo Canyon) on the same subject dated October 30,

DIABLO CANYON UNIT 1 --
DN 50-275 II.B.1.3 "Reactor Coolant System Vents - Procedures" (CLOSED)
The SlldS data base indicates that this was implemented by the licensee in 7/84 and that the NRC close-out date was 10/81.
The SINS also indicated that this item had been closed out by NRC Inspection Reports (IR) 81-22 and 81-24.
A review of these reports found that II.B.1.3 was not covered by either report.
During my visit to Diablo Canyon on November 1,
- 1990, I found that this item had been inspected and discussed in HRC IR 81-26 and had been inspected and c'losed fn IR 84-13.
The SINS data base has been updated to reflect the new information.
DIABLO CANYON UNIT 2 --
DN 50-323 II.G.1.1 "Power Supp. for Pressurizer Relief, Block Valves and Level Ind.-
Upgrade" (CLOSED)
The SINS data base indicates that this item was implemented by the licensee in August 1982, Supplement 1I110 to the Diablo Canyon SSER (NUREG-0675) states that the licensee's power supply design had been
- reviewed, met all TNI related requirements and was, therefore, acceptable.
- Nowever, the SINS data base referenced Inspection Report 84-26 did not address item II.G,1. I.
During Mr. B. Olson's visit to Diablo Canyon during the period November 13-16, 1990, ttr, Olson found that this item had been inspected (with the exception of Pre-operational testing) and closed for both units in Inspection Report 81-08.
The pre-operational testing for this item in Unit 1 was closed out in Inspection Report 82-25.
Since the designs were essentially identical, no further evaluation was required at that time, The SINS data base has been updated to reflect this information.
A review of the relevant Unit 2 preoperational test results will be documented in a future inspection report and referenced in the "comments" section of'he SINS data base for Unit 2 to be complete.

The SINS data base indicates that this item was implemented by the licensee in 11/80, and c'fosed out in an Inspection Report (80-04) in 2/80.
A review of report 80-04 indicates that the item was installed and inspected in 1980, but it was not closed out.
In a subsequent Inspection Report in 7/86 (86-29), the item was aqain addressed and left open.
An April 18, 1989 letter from the licensee states that the licensee considered the item closed on July 1, 1987.
The only aspects of the installation which appeared to be left open in 1906 were the seismic and environmental qualification of part of the reactor vessel level FROM 415-943-3755 11-27-90 01:47 PM P03

Ny review of the Inspection Reports indicates that the item had been inspected, but that the documentation is limited.
Due to the limfted documentation and the apparent open issues, I requested that the Resident Inspectors re-inspect II.F2.2 and II.F.2.4.
This was completed fn October
- 1990, and fs documented in Inspection Report 50-344/90-29.
The SINS data base has been updated to reflect this information, 2.III.D.3.4,3 "Control Room Habitability - Implement Nodifications" (REOPEN FOR REYERIFICATION)
The SINS data hase indicates that this item was implemented by the licensee in 6/86, and closed out in an Inspection Report (06-29) in 8/86.
A review of previous Trojan Inspection Reports
( IR) listed in the SINS data base as well as IR 86-29 indicates that the item was left open pending completion of a design review/analysis and submission of a
supplemental Licensee Event Report (86-02).
However, it appears that the item could have been closed in 1986, since a review of Licensee License Change Request 93 and 95, as well as internal NRC letter (AGCY'. d8203090815) indicate that the issue that caused III.D.3.4.3 to be open in 1982 was installation of a toxic gas detection system.
A letter from the licensee dated April 18, 1989 indicated that this item was re-opened apparently for the planned removal of the toxic gas detectors.
Due to the lack of clarfty in the documentation and the ambiguity over whether the item is closed, I requested that the Resident Inspectors re-inspect III.D.3.4.3. by December 31, 1990.
For inspection, the guidance in TI 2515/065 Revision 2 should be used.
